The ScrollSpy feature allows you to effect the hover style of a menu item based on where the page has been scrolled to.  By linking the menu item with a bookmark (anchor), the navigation tool will change to the hover state when the user reaches that section of the page.
Here's Section 1
There's a bookmark (anchor) at this section of the page.  Although, you can't see it because you can only see bookmarks in design mode.  That bookmark is linked to the menu item called SECTION 1 in the CSS menu above.  That why you were taken to this part of the page when you clicked on SECTION 1.  Now try it with another section to see it in action again.
 
In addition to ScrollSpy and Affix, we have also enabled each bookmark with SMOOTH SCROLL so that the movement from the menu selection to the bookmark glides smoothly down the page.
When combined with the AFFIX effect, the navigation will also stay visible by moving with the page as it scrolls vertically.

In the demo above, we use a CSS Menu with the ScrollSpy and Affix effect enabled.  But you can utilize these features individually or combined in other navigation tools including the Responsive Menu and the Text Menu.
